Project Engineer


The Role:

The mission of Estates Division is to:

  1. Pro-actively plan and prepare for the future Development of the University's Estate, to fully meet priority needs ensuring financial and environmental sustainability for the University.

  2. Assess the needs for new University buildings; manage the design, construction and cost control of the Projects programme procurement with vision and effectiveness.

  3. Service and maintain the existing Estate and manage its properties, to achieve as high a standard compatible within a sensible level of available resources.

The Projects Engineer is concerned with fulfilling mission points 2 and 3, and supporting other ED Sections in the delivery of point 1.

The Projects Engineer is part of the Asset Management Section and is:

  • Responsible for the procurement of compliance, maintenance and refurbishment schemes, which includes liaising with in house surveyors, engineers, energy managers and academic users to define the requirements and scope of work for projects in order to brief the professional teams engaged to undertake the design development and construction work. Currently the annual expenditure on projects managed by Asset Management totals approximately £25M

  • Responsible for undertaking the necessary project management functions on construction schemes from feasibility stage to completion;

  • Responsible for the delivery of compliance and maintenance projects (NB: there is no upper limit on the value of projects undertaken, although the largest maintenance project recently managed by the Section is valued at approximately £2M);

  • Responsible for ensuring projects are delivered to a high standard of environmental sustainability, balanced against the social and economic sustainability aspirations of the University;

  • Responsible for selecting and commissioning a range of design disciplines including Architects, Quantity Surveyors, Civil and Structural Engineers, Mechanical and Electrical Engineers, Contract Administrators and CDM specialists, who are involved in the design, project management and construction process from inception to completion.

  • Responsible for engaging Contractors to undertake the construction works;

  • Responsible for ensuring that building projects are designed and constructed to meet the excellence in academic, teaching and research needs of the User Departments and the University, whilst being completed to programme within an agreed budget.

The Project Engineer

  • Oversees, directs, and manages the delivery of several compliance maintenance and refurbishment projects in parallel. Those are typically staggered to include projects in active phases of design, construction and completion as well as those requiring feasibility advice and reports, and resolution of post completion issues;

  • Assesses, appoints, manages, motivates and challenges external consultants and contractors at operational and senior level;

  • Produces and manages appointment, contract and other project documentation;

  • Contributes to the development of best practice and policy and in-house documentation for issues that affect the delivery of projects, as directed by the Compliance Senior Project Leader.
