University of Cambridge Group Procurement team manages in excess of £500mpa of addressable spend on goods, works and services to over 150 departments, institutions and schools across the collegiate University. The function is undergoing transformation at present to enable it to achieve four objectives:
Leverage University expenditure
Enhance devolved practice
Develop professional talent
Manage supply risk
Building a strategic procurement function across the University is a core priority for the University and it has truly ambitious plans for this function. We are looking for an experienced professional to undertake a key role on this journey within its senior leadership team.
Reporting to the Head of Group Procurement (HOGP), the Head of Operational Procurement is accountable for delivering operational procurement activities across the University; establishing, communicating and implementing a complex portfolio of University procurement and procurement related services in respect of a multi-million spend base through a team of five; monitoring effectiveness and performance to enable continuous improvement.
You will provide professional leadership, management, advice and support to the team as well as devolved departments. You will act as deputy to the HOGP as required.
Drawing on your experience in category management, tendering, whole life costing evaluation, contract formation and management from a range of industries and sectors, you will evidence data informed decision making complimented with strong interpersonal skills and resilience within the devolved organisation. You may also be required to represent the University and communicate our requirements at meetings of external consortia and other sector or professional groups.
The successful applicant must have an extensive career history working in complex organisations with experience covering the entire procurement cycle as well as managing and developing a team of professional procurement staff. You will be a highly effective communicator, self-motivated and performance driven. You will be have a relevant degree and in addition, post graduate qualifications eg MBA or demonstrable comparable experience. You will also hold Chartered MCIPS status and secure annual CIPS ethics module compliance alongside evidence of exceptional CPD and have excellent interpersonal, influencing, presentation and communication ability.
Once an offer of employment has been accepted, the successful candidate will be required to undergo a basic disclosure (criminal records check) check, a health assessment and a security check.
